Project Controls Manager – Defence

Job Summary
Lead a cross-discipline Project Controls team on high-risk, high-complexity defence projects by defining scope through exclusions and assumptions, establishing a Work Breakdown Structure, and managing change control. Collaborate with Integrated Project Teams to build a Performance Measurement Baseline, analyze Earned Value Management data, and generate Cost and Cash Estimate profiles. Ensure scope, cost, risk, and schedule integration while overseeing Quantitative Risk Analysis and resource deployment. Establish auditable governance processes to assure output quality and facilitate delivery recovery planning. Work 2-3 days a week at client or office sites with potential UK travel, requiring UK MoD Security Clearance. Support team development through mentoring and coaching to drive continuous capability improvement.
Required Qualifications
- Sole UK National
- ability to achieve and maintain UK MoD Security Clearance (SC)
- proven track record of delivering projects in highly regulated sectors such as defence or infrastructure
- Project Controls experience across the whole Project lifecycle
- experience in the application of two or more Project Controls disciplines of Planning and Scheduling, Cost Estimation, Cost Control, Risk Management or Performance Reporting and their associated software / tools
- strong understanding of the way in which the Integrated Project Controls disciplines operate
- proactive, curious and 'can-do' attitude
- comfortable in uncertain and unclear project environments
- strong communicator and leader with ability to influence, manage, motivate, coach and develop teams and organisations by creating a diverse and inclusive environment
- ability to make risk-based decisions where the parameters are unclear, and judgement is needed
- competent in using the software needed to perform the role
- undergraduate degree in a relevant technical or management field or suitable equivalent qualifications and experience
- member of a relevant professional body e.g. Association for Project Management, Project Management Institute
- 2-3 days a week client and/or Turner & Townsend office attendance
- possibility of UK travel and overnight stays
- SOX control responsibilities
