Job Summary

Directs cost controls for the LAWA Capital Program using PMIS and related sources to review cost and contract performance, report variances and risks, and develop programmatic policies, procedures, and reports for proper cost controls across the Capital Program. Performs independent analysis of project cost and contract performance throughout the project life cycle (budgeting, invoicing, progress reporting, resource management, and closeout). Supports development of and administers LAWA’s Program Services Budget and collaborates with the Program Risk Manager to calculate and report project and programmatic risks. Develops tools and coordinates cost recording, monitoring, and reporting practices for compliance with applicable standards. Assists and trains cost engineering staff across the Capital Program and collaborates with Finance and the Estimating team on the Asset Register and project Capitalization. Coordinates with Controls staff on Expenditure Forecasting and supports internal and external audits. Requires a Bachelor’s degree (Master’s preferred) in engineering, project management, or related field, and 15+ years of experience on airport/large-scale aviation projects with familiarity in PMIS (PMweb) and Primavera P6, along with strong proficiency in Microsoft Office (Excel, Word) and Adobe Acrobat; optional certifications such as PMP, LEED, AA...; hybrid/telework schedule (Telework Monday and Friday; onsite Tuesday–Thursday). May assume other duties as required/needed.

Required Qualifications

  • 15 years or more of experience, preferably on airport projects
  • Previous project controls experience on a large-scale, multi-million dollar construction project required
  • Experience on a large-scale aviation-related project is required
  • Experience evaluating and reporting on at least two types of Alternative Delivery methods is required
  • Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of responsibility and growth in previous positions
  • Proven accuracy, reliability and completeness in job accomplishment
  • Must be a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities
  • Effective oral and written communication skills
  • Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate and timely results while maintaining a customer-service attitude
  • Must present a “can-do” spirit within the controls team: inspiring them to produce consistently accurate results at a fast pace
  • Demonstrated ability to understand a demanding, technical and complicated construction program; and the ability to communicate progress and issues to a technical- and management-level audience
  • Expertise in other Project Controls disciplines (scheduling, estimating, risk management) strongly desired
  • Education/Training Bachelor’s degree in engineering, project management, business or other related field. Master’s degree preferred
