Job Summary

Develop practice guides and operating procedures for scheduling, cost control, estimating, and controls systems. Produce special analysis and reports, provide technical communication and graphics support, and develop document controls integrated with the Engineering Bureau. Prepare and maintain an integrated cost-loaded master schedule in Primavera P6, determine critical paths and milestones, and analyze what-if scenarios. Report on variances, exceptions, and progress; assist with grant coordination, contract administrative functions, and Environmental Planning certification requirements. Attend meetings and manage resource loading for planning and allocations. Requires 5+ years in project controls and proficiency in Oracle Primavera P6, PowerBI, and SQL Server.

Required Qualifications

  • 5+ years' experience professional experience in project controls on a construction program
  • BS/BA Degree in Engineering, Construction Management, Business, or related degree
  • Experience working through the entire project life cycle
  • Knowledge of theories, principles, and practices of cost/schedule management, earned value management, change management, forecasting, and risk assessment
  • Ability to present data to management in an organized manner
  • Exceptional communication skills
  • Ability to adapt to changing requirements and situations
  • Ability to work in a fast-paced environment
  • Ability to work as part of a team
  • Ability to perform in a business environment, maintaining professionalism in all communications and demeanor
  • Consultant will be required to develop and implement master schedules in the Port environment
  • Consultant will be required to develop and produce special analysis and reports as requested
  • Consultant will be required to provide technical communication and graphics support for Engineering Bureau
  • Consultant will be required to assist Project Controls Division to develop document controls for the division integrated with document control for the Engineering Bureau
  • Consultant will be required to provide assistance with contract administrative functions for overhead and project commitments
  • Consultant will be required to assist with grant coordination, tracking & reporting
  • Consultant will be required to Support Environmental Planning with Certification and Permitting Requirements
  • Consultant will be required to Prepare and maintain an integrated cost-loaded master schedule of the program
  • Consultant will be required to Provide current information regarding critical and near-critical activities, milestones, progress, and outstanding schedule issues
  • Consultant will be required to Determine phasing of work, critical paths, and milestones for projects
  • Consultant will be required to Develop and update master schedules to track the project from initiation through the closeout phase based on input from various team members
  • Consultant will be required to Develop and analyze what-if scenario planning and analyze different courses of action
  • Consultant will be required to Analyze and report on variances, exceptions, summaries, and other requested reports
  • Consultant will be required to Attend meetings (virtual or onsite, as required)
  • Consultant will be required to Resource loading for Resource Planning & Allocations
