Job Summary

Oversees the financial aspects of projects to ensure budgets stay within restraints and align with organizational objectives. Facilitates communication and collaboration between team members, management, and vendors to achieve project goals. Processes and reviews construction invoices, verifies retainage, and ensures timely payments to vendors. Enters and reviews budget adjustments for compliance with City policy. Reviews expense requisitions for appropriate coding. Provides assistance to departments on matters related to budget allocations and reports. Reviews expense reports and researches discrepancies to ensure expenditures remain within budgeted amounts. Assists in preparing and submitting operating fiscal year budget, capital plan, and position allocation list. Prepares a variety of regular and special reports. Assists in reviewing operational and financial budget proposals submitted by department heads and managers. Assists in preparing and submitting operation and capital budget summaries for review by senior management and City Council. Assists in the preparation of final budget documents. Performs related duties.

Required Qualifications

  • Knowledge of project life cycles
  • Knowledge of AIA construction invoices and computation of retainage
  • Knowledge of budget development and GAAP principles and practices
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures
  • Knowledge of computers and job-related software programs
  • Proficiency in Microsoft Excel
  • Skill in problem solving
  • Skill in prioritizing and planning
  • Skill in interpersonal relations
  • Skill in oral and written communication
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to Accounting or Finance
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years
  • Ability to be bonded

  • Bachelor's degree in Accounting or Finance (or equivalent)
  • GAAP knowledge
  • AIA construction invoices knowledge
