Job Summary
Manage project finance for the Activating Village Courts in Bangladesh III, overseeing budget planning, internal controls, and financial reporting for sub-recipients and field-level activities. Reconcile transactions, monitor cash flow, and verify expenditures against output progress while ensuring compliance with UNDP and Government of Bangladesh policies. Conduct field visits to assess financial management capacities, review bills and vouchers, and facilitate audits. Provide technical guidance on accounting standards, develop training curricula for partner finance staff, and compile lessons learned to improve financial processes.
Required Qualifications
- Experience in financial monitoring, accounting record keeping, and financial reporting
- Knowledge of internal control and value for money principles
- Understanding of government and UNDP policies and procedures regarding financial issues
- Ability to develop strategies for compliance with financial rules, regulations, and policies
- Capability to monitor cash management processes and reconcile transactions
- Experience in risk management of cash resources
- Ability to provide guidance and capacity building on contracting, banking, budgeting, accounting, and financial management
- Skill in developing strategies for budgetary control
- Experience in maintaining accounts and managing resources
- Ability to verify financial expenditure against output progress
- Capability to conduct field visits and report on financial issues
- Experience in monitoring quarterly financial expenditures
- Ability to monitor financial exception reports and investigate anomalies
- Skill in preparing budget revisions and Annual Work Programs (AWP)
- Experience uploading budgets into ERP systems
- Ability to prepare monthly, quarterly, and annual progress reports
- Capability to perform financial analysis and oversight for resources managed by the project
- Experience in planning and tracking financial resources following compliance with UNDP Programme and Operations Policies and Procedures
- Ability to monitor disbursement of funds in accordance with Responsible Party Agreement/LoA and UNDP/GoB rules
- Skill in providing technical assistance for maintaining financial documents and records
