Programme Finance and Quality Assurance Analyst (Open to Tier 1 & 2 applicants)

Job Summary

Coordinate programme finance, quality assurance, and compliance functions by administering financial strategies, monitoring ERP systems, and ensuring adherence to UNDP policies and IPSAS standards. Provide continuous analysis of financial situations, investigate exception reports, and support audit follow-ups to close gaps and ensure accurate reporting. Monitor cost recovery mechanisms, manage project budgets, and prepare analytical reports for donors and internal stakeholders. Guide programme teams on financial management and results-based reporting while organizing training on compliance and internal controls. Ensure all financial activities align with Cambodia's Sustainable Development Goals and national development priorities.

Required Qualifications

  • Cambodian nationals
  • A professional accounting qualification from an internationally accredited institute of accountancy
  • Advanced (masters) university degree in Finance and/or Accounting
  • A first-level university degree (bachelor's degree) in the areas mentioned above
  • A minimum of 2 years (with a master's degree) or 4 years (with a bachelor's degree) of relevant professional experience in finance, accounting, or programme financial management
  • Fluency in Khmer and English
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance, must complete the Finance Training and Certification Programme (FTCP), if recruited
  • Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting

Desired Qualifications

  • Experience in financial analysis, budgeting, forecasting, and performance monitoring (including delivery rates and variance analysis)
  • Experience in financial reporting, quality assurance, and compliance, with established regulations, policies, or standards
  • Proven experience in audit coordination, risk management, and internal control systems, including follow-up on audit recommendations
  • Experience with ERP systems for financial management, reporting, and reconciliation
  • Experience working with the UN, UNDP, or other international development organizations
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage
