Job Summary
Lead the design and development of high-quality development and humanitarian project concepts and proposals. Translate evidence, contextual analysis, donor requirements, and Plan priorities into compelling designs using results-based management, Theory of Change, and logical frameworks, including indicators, baselines, targets, risk analysis, sustainability and value-for-money considerations. Develop donor-ready concept notes, capacity statements, pitch documents, and donor presentations; coordinate cross-functional proposal teams; and strengthen internal and partner capacity in RBM, logframe design, and donor-responsive proposal writing.
Required Qualifications
- Experience applying results-based management (RBM) to project design including Theory of Change, logframes, indicators, baselines and targets
- Ability to translate programme learning and partner consultations into fundable concepts and scalable models
- Strong proposal development skills including donor-ready concept notes, pitch documents, capacity statements and donor presentations
- Experience coordinating cross-functional proposal teams including programme, MERL, finance, grants, safeguarding, GEDSI, communications and partners
- Capacity building of programme staff and partners on RBM, logframe design and donor-responsive proposal writing
- Commitment to safeguarding standards, gender equality and inclusion in programming
- Experience in Thailand or regional context relating to migrant and marginalised groups
- Strong stakeholder analysis, problem analysis and risk assessment skills
- Excellent written and verbal communication skills in English (and Thai preferred)
