Job Summary
Conduct operational support for the Section 8 Housing Choice Voucher Program, ensuring compliance with HUD regulations and local Administrative Plans. Schedule and perform initial, annual, and interim certifications of participants, process portable transfers, and coordinate Housing Assistance Payment contract executions. Provide information to inquirers, assist participants in locating housing units, and perform Housing Quality Standards inspections. Prepare statistical reports, input computer data, and process written correspondence while maintaining all pertinent housing legislation updates.
Required Qualifications
- High School Diploma or GED
- Thorough knowledge of Department of Housing and Urban Development (HUD) established certification processes
- Good working knowledge of all policies, procedures pertaining to the Section 8 Housing Choice Voucher Program
- Ability to analyze problems and situations and find appropriate solutions
- Experience with housing management software (Yardi, SACS, OneSite, Emphasys, etc.) and HUD reporting tools (EIV, PIC)
- Ability to obtain Rent Calculation Certification within 12-months of employment
- Must be detailed oriented in performing and coordinating work activities
- Ability to work independently and exercise good judgment
- Must perform well under pressure and with time restraints and ability to multi-tasks
- Ability to make appropriate 'on-the-spot' decisions in accordance with established policy and procedures
- Computer literacy required in the use of a personal computer and electronic communications
- Good clerical and administrative aptitude, organizational skills and must be proficient in mathematical calculations
- Excellent written and verbal communication skills
- Ability to maintain a functional working relationship with all concerned social agencies, property management companies and property owners of the City whether involved directly or indirectly with the HCV Program
- Requires physical dexterity sufficient to routinely operate standard computer hardware, peripherals, and general office machinery
- Ability to move, carry and/or operate objects and materials such as office supplies, files, computer printouts, reports, etc.
Desired Qualifications
- Associate or Bachelor's degree in Business Administration, Social Work, Public Administration, or related field
- Minimum of 2–3 years of experience in public housing, affordable housing management, case management or related field
