PROGRAM SPECIALIST

Job Summary
Coordinate and monitor compliance for multiple housing programs involving complex regulations, procedures, and policies. Provide client and applicant assistance, mediate disputes, and lead staff in delivering cost housing services while ensuring adherence to HUD rules and agency standards. Maintain agency databases, troubleshoot software issues, and prepare specialized reports for rent rolls and grant applications. Investigate lease violations, represent the agency at grievance hearings, and conduct unit inspections for quality compliance. Assist in developing recordkeeping policies, training personnel on federal regulations, and managing the annual recertification process for Shelter Plus Care and other programs.
Required Qualifications
- Equivalent to a high school diploma supplemented by a minimum of 30 semester units of college level courses in a related field
- Four years of increasingly responsible experience in affordable housing eligibility or program administration
- Experience working with programs for low-income or people with disabilities or other community-based services
- NAHRO or HUD certification as a Public Housing Manager or Occupancy Specialist
- Valid California class C driver's license
- Satisfactory driving record
