• •Demonstrated recent experience in successfully performing as a program security representative (or similar title)
• •Experience for one or more programs on a contract or in an organization that provides security support to a federal entity or private corporation in a classified environment
• •Ability to analyze the program, national policy, existing, related programs (as applicable), and intelligently craft a security classification architecture for the program
• •Ability to consider and address the program's life cycle in the security classification architecture
• •Knowledge of the various security disciplines (e.g. physical, information, personnel, etc.)
• •Ability to determine, apply, and monitor appropriate security requirements and tasks relative to the specific technology programs to be protected
• •Ability to prepare and present suggestions for improvement
• •Ability to create DD 254's, DoD Contract Security Classification Specification, for classified efforts
• •Ability to create and staff DD 254s to the PSO and Information/Industrial Security section within 5 business days of being tasked
• •Ability to disseminate signed and approved DD 254s to appropriate contractors and contracting agents within 2 business days of receipt
• •Subject matter expert working knowledge of Executive Order 13526
• •Working knowledge of the National Industrial Security Program Operating Manual (NISPOM)
• •Working knowledge of DoD Information Security Manuals
• •Working knowledge of DoD SAP Security Manuals
• •Ability to indoctrinate newly assigned personnel
• •Ability to de-brief departing personnel
• •Ability to support the creation, processing, coordination, and approval of physical security (SAP Facility and Sensitive Compartmented Information Facility (SCIF) and Automated Information Systems (AIS)) accreditations
• •Ability to enter information into appropriate information security management systems (i.e.: DARPA Archive System, Joint Personnel Adjudication System (JPAS), DARPA Facility and Security Tracking System (DFASTS), Security Control Suite (SCS), SILVERADO / Joint Access Database Environment (JADE))
• •Ability to communicate effectively with other Service /Agency program security staffs including Defense Security Service (DSS), Army, Navy, Marine Corps, Air Force, Department of Energy, Missile Defense Agency (MDA), Defense Threat Reduction Agency (DTRA), and agencies and offices within the IC
• •Ability to develop, write, review, coordinate, and execute security documentation (Security Classification Guides (SCGs), Program Protection Plans, Test Security Plans, Public Affairs (PA) / Perception Management Plans, Exposure Contingency Plans (ECP), Network Accreditation Plans, System Security Plans, Technology Transfer and Program Transition Plans, Standard Operating Procedures (SOPs), Co-Utilization Agreements (CUA), O'CONUS Deployment Plans, Managed Access Plans, Treaty Compliance Plan...
• •Ability to draft, review, and when necessary prepare final documents for staffing and signature within 30 calendar days of tasking
• •Ability to plan, coordinate, provide, and manage security support for meetings
• •Ability to attend program reviews (preliminary design reviews (PDR), critical design reviews (CDR), and integrated product team (IPT) reviews)
• •Ability to actively support Agency Staff Assistance Visits of cleared defense industry base contractors and government agencies as well as the DARPA Self-Inspection Programs
• •Ability to perform OPSEC analysis and provide other OPSEC support
• •Ability to identify critical program information (CPI)
• •Ability to collect and analyze threat data
• •Ability to develop and coordinate program OPSEC plans
• •Ability to plan and assist with program close-out actions including participation in program closeout reviews at performer sites
• •Ability to participate in and play a key role in the Broad Area Announcement (BAA) process
• •Ability to provide security support to all classification and security architected programs
• •Ability to ensure security support for all classified programs
• •Extensive knowledge of Special Access Programs
• •Working knowledge of Executive Order 13526
• •Working knowledge of NISPOM
• •Working knowledge of NISPOM Overprint
• •Working knowledge of ICD series
• •Working knowledge of DCID series
• •Working knowledge of DoD 5205.7 SAP manuals
• •Knowledge of applicable security policies
• •Active TS/SCI clearance
• •Subject to a random counter-intelligence scope polygraphs as a condition of access eligibility
• •BS with 5 years of related DoD or IC experience
• •AS with 8 years of DoD or IC related experience
• •Ability to travel to CONUS and/or OCONUS locations
• •Active US passport for OCONUS travel requirements
• •Ability to verify identity and eligibility to work in the United States
• •Ability to complete the required employment eligibility verification document form upon hire
