Job Summary
Program Manager leading and overseeing mission-critical federal programs upon contract award. Primary contact for government stakeholders (COR/COTR), ensuring contract compliance, driving program execution, and maintaining risk and performance metrics. Leads Agile practices (sprint planning, backlog management, velocity tracking, retrospectives), manages staffing and subcontractor performance, and maintains an integrated risk register while adhering to ISO, CMMI, and organizational compliance standards. Demonstrates strong stakeholder communication and executive reporting skills, with experience in DoD/federal environments and tools like Jira, MS Project, Power BI, and ServiceNow; knowledge of eMASS, STIGs, and related security/compliance requirements.
Required Qualifications
- Active secret clearance
- Strong program and project management experience in federal/DoD environments
- Expertise in Agile methodologies (sprint planning, backlog management, velocity tracking)
- Proficiency with Microsoft Project, Jira, Power BI, ServiceNow
- Knowledge of risk management, compliance frameworks, and performance metrics
- Experience managing cross-functional teams and large-scale programs
- Strong stakeholder communication and executive reporting skills
- Knowledge of security and compliance tools (eMASS, STIGs)
- Familiarity with ISO 9001, ISO/IEC 27001, ISO/IEC 20000-1, and CMMI Level 3 standards
- Experience with Service Summary (SS-1 to SS-23) metrics and SLA tracking
- PMP (Project Management Professional) certification is required
- Active TS/SCI Clearance (preferred)
- DoD 8570/8140 IAM Level I or II (Security+, CAP, or equivalent)
- SAFe Agilist or Scrum Master Certification
- ITIL 4 Foundation Certification
