Job Summary
Lead the planning, execution, and delivery of multi-year municipal infrastructure programs involving roads, stormwater, sanitary sewer, and water systems. Oversee a portfolio of design and construction projects to ensure alignment with organizational priorities, regulatory requirements, budgets, and timelines. Provide engineering guidance and review for projects while managing program budgets, procurement processes, and contract awards. Act as the primary liaison with internal departments, senior leadership, utilities, regulatory agencies, and community stakeholders to coordinate efforts and lead public engagement. Monitor project progress, identify risks, and implement mitigation strategies while ensuring adherence to health, safety, environmental, and regulatory requirements. Lead and mentor multidisciplinary teams of engineers and project managers, fostering a collaborative culture focused on accountability and continuous improvement.
Required Qualifications
- Bachelor's degree in Civil Engineering (or related discipline)
- Professional Engineer (P.Eng. or equivalent) designation required and in good standing
- 10+ years of progressive experience in civil engineering, with a strong focus on municipal infrastructure
- 5+ years in program or project management of large-scale infrastructure projects
- Proven experience managing roadworks, sewer systems, and/or water infrastructure design and rehabilitation
- Strong knowledge of civil engineering design standards, construction practices, and asset management
- Demonstrated ability to manage complex, multi-project programs with significant budgets
- Excellent stakeholder management, communication, and negotiation skills
- Proficiency in project management methodologies and tools
- Strong financial acumen and contract management experience
Desired Qualifications
- Experience working within municipal or public-sector environments is highly preferred
