Program Manager, State & Enterprise Programs
Remote
Job Summary
Own the delivery plan for state and enterprise engagements, tracking milestones, UAT cycles, and acceptance against contracted statements of work. Run the client cadence with weekly status updates, steering meetings, and escalations involving agency program staff, legal, and state IT. Keep dependency registers current by holding both sides accountable for integration specs, test environments, and business decisions while maintaining the paper trail for delay claims. Manage scope through capability traceability, acceptance criteria negotiation, and change requests. Produce deliverables for client review and keep leadership ahead of portfolio risks. Work with engineering leads on integration timelines for state systems without owning technical design. Build the repeatable program playbook as new clients are added.

- You can run a plan that depends on teams you do not manage, on both sides of the table
Desired Qualifications
- experience with child care programs in state government (licensing, subsidy/CCAP, eligibility, or provider systems)
- state human services or eligibility systems experience, or familiarity with state procurement
