Job Summary

Define MILCON project requirements and interface with mission customers, NSIC leadership, and external agencies throughout design and construction. Coordinate design and construction activities, oversee construction management and risk-abatement expertise, and develop DD Form 1391 project requirements for base facility improvements. Manage vendor, mission, and Base Civil Engineering integration while escorting vendors to minimize mission interruption. Maintain risk logs, prepare weekly reports, and apply change-management best practices to communicate progress and impacts to personnel. Provide strategic advisory products aligning execution with NSIC mission requirements. Requires Top Secret clearance with SCI/SAP access, PMP certification, and 10+ years managing complex construction projects.

Required Qualifications

  • U.S. citizen
  • Security clearance up to and including Top Secret (TS) with Sensitive Compartmented Information (SCI) and Special Access Program (SAP) access
  • Project Management Professional (PMP) certification
  • Strong knowledge of construction project and program management
  • Experience managing complex design and construction projects
  • Expertise using project management software, including Primavera P6
  • Ability to coordinate multiple stakeholders, end users, Government organizations, vendors, and construction teams
  • Strong understanding of project risk management and construction management practices
  • Strong oral and written communication skills, including the ability to communicate project information to senior leadership and Distinguished Visitors
  • Ability to manage organizational change and communicate construction impacts to mission personnel
  • Minimum of ten (10) years of experience managing construction projects
  • Expertise with Primavera P6
  • Ability to access active construction sites and facilities as required
  • Work will be performed in office, secure facility, and active construction environments
  • Site visits may involve exposure to extreme temperatures, airborne particles, fumes, chemicals, loud noises, and other typical construction-site conditions
  • All offers are contingent upon a thorough background check conducted on all final candidates

Desired Qualifications

  • Experience with ICD 705 construction
  • Experience supporting MILCON, Department of Defense, Intelligence Community, or other Federal construction programs
