Job Summary

Serve as the single point of contact to the Contracting Officer's Representative (COR) for all work under the task order, managing a distributed review organization that evaluates cybersecurity plans, waiver requests, and equivalency requests for U.S.-flagged vessels and facilities. Lead Sub-Project Managers and the Senior SME through workload assignment, prioritization, and capacity planning while delivering monthly and weekly status reports detailing metrics, aging data, and staffing changes. Conduct the Post Award Conference and Kick-off Meeting, deliver the draft and final Project Plan, and lead quarterly status meetings with the COR. Ensure policy inquiries are referred to the designated USCG representative and maintain accuracy, completeness, and traceability of all deliverables. This Key Personnel position requires a Tier 1 background investigation and is performed at the CUI level.

Required Qualifications

  • Bachelor's degree from an accredited university
  • Four (4) years of project management experience
  • Two (2) years of experience managing projects for the U.S. Federal Government
  • Demonstrated experience managing projects of similar size and scope, including staff supervision, quality control, and deliverable management
  • Demonstrated ability to manage production throughput against fixed turnaround requirements
  • Must disclose, for organizational conflict of interest screening, any current or prior engagement performed for MTSA-regulated vessel, facility, or Outer Continental Shelf facility owners or operators involving cybersecurity plan development, cybersecurity assessment, or related advisory services
  • Master's degree preferred

Desired Qualifications

  • Project Management Professional (PMP) certification
  • Experience managing high-volume regulatory review, adjudication, or document review programs
  • Working familiarity with 33 CFR Subchapter H and the maritime regulatory environment
  • Prior experience supporting DHS or U.S. Coast Guard customers
  • Experience leading fully remote teams of ten or more reviewers
  • A cybersecurity certification such as CISSP, CISA, or CGRC
