Job Summary

Program Manager role leading a nationwide, safety-critical air traffic controller training program for the FAA. Oversees end-to-end operations across 300+ training sites with a workforce of hundreds of instructors and support staff, a ~$100M+ annual budget, and thousands of training events annually for NAS, ensuring safety, regulatory compliance, and high-quality training delivery. Primary liaison to FAA stakeholders, with responsibility for performance reporting, risk management, and implementation of SMS and QA/QC processes, plus driving modernization through simulation and data-driven performance management. Requires 15+ years of multi-site program leadership (or 20+ with a bachelor’s), PMP certification, and experience managing federal contracts in safety-critical environments. Master’s degree preferred (or equivalent experience). The role is based in Washington, DC, and involves nationwide program oversight.

Required Qualifications

  • 15+ years of program management experience (or 20+ years with a bachelor’s degree) leading large, multi-site programs with 500+ personnel and annual budgets on the order of $100M+ in safety‐critical or highly regulated environments (e.g., aviation, defense)
  • Master’s degree in business, management, aviation, or related field (or bachelor’s degree with additional experience as noted above)
  • Project Management Professional (PMP) certification (active)
  • Demonstrated success managing nationwide operations, complex stakeholder environments, and federal contracts
  • Proven experience implementing safety, quality, and compliance frameworks in mission‐critical programs
  • Direct experience with FAA, DOT, or air traffic operations/training programs (preferred)
  • Familiarity with the National Airspace System (NAS) and controller training environments (preferred)
  • Experience leading programs exceeding 1,000 personnel or $500M+ total value (preferred)
  • Background in training modernization, simulation‐based training, or data‐driven performance improvement (preferred)
  • Additional safety or quality certifications (e.g., SMS, ISO‐based quality systems) (preferred)
