Job Summary
Lead enterprise IT program execution for the Office of Special Investigations, managing scope, schedule, staffing, quality, risk, and cost across classified and unclassified environments supporting 3,500 users. Serve as the primary contractor representative for all contractual matters, exercising full authority over resource allocation and decision-making while maintaining continuous communication with the Contracting Officer and USG leadership. Develop and maintain the Program Management Plan, oversee project lifecycles using Agile and Waterfall methodologies, and facilitate ceremonies including Sprint Planning and backlog refinement. Prepare executive briefings, technical reports, and status documentation to ensure alignment with organizational priorities and contractual performance metrics. This role requires an Active Top Secret clearance and five years of experience managing complex federal IT programs.
Required Qualifications
- Active Top Secret Security Clearance
- Bachelor's degree in Information Technology, Business Administration, or a related discipline
- Minimum of five (5) years of experience managing complex IT programs utilizing both Agile and Waterfall project management methodologies
- Demonstrated experience managing enterprise IT initiatives supporting Federal Government organizations
- Experience facilitating Agile project management activities, including Scrum, Kanban, Sprint Planning, Sprint Reviews, backlog management, and team coordination
- Proven ability to prepare executive-level briefings, technical documentation, reports, and program communications
- Experience managing multidisciplinary technical teams supporting enterprise IT operations
- Strong leadership, organizational, analytical, and decision-making skills
- Excellent written and verbal communication skills with experience interacting with senior Government leadership
- This position fully is ON-SITE, must be willing to be ON-SITE daily
Desired Qualifications
- Project Management Professional (PMP) certification
- Agile certifications such as Certified ScrumMaster (CSM), PMI-ACP, or SAFe
- ITIL Foundation or higher certification
- Experience supporting Department of the Air Force, DoD, Intelligence Community, or other Federal enterprise IT environments
- Experience managing contracts involving cybersecurity, cloud operations, software development, network engineering, enterprise infrastructure, and IT service management
- Experience supporting classified environments and mission-critical operations
