Job Summary
Lead Task Order Program Management by serving as the primary interface with the AAS Contracting Officer's Representative and USMEPCOM Technical Point of Contact for all operational and technical matters. Establish and enforce work standards, oversee contractor personnel and subcontractors, manage schedules and operational priorities, and resolve performance issues to ensure efficient contract execution. Plan, coordinate, and execute complex IT and mission support activities with minimal Government direction while monitoring program performance, staffing, and deliverables to maintain compliance. Prepare executive-level briefings and reports for Government leadership, identify risks, and implement mitigation strategies to support mission success. Approximately 25% travel is required, including one week of onsite support at USMEPCOM Headquarters in North Chicago, Illinois, each month.
Required Qualifications
- Active Secret Clearance
- Must be an employee of the prime contractor
- Minimum of seven (7) years of experience within the past ten (10) years serving as a Task Order Program Manager (TOPM) or Program Manager leading and delivering IT and mission support services
- Minimum of five (5) years of recent experience planning and executing complex IT tasks and projects with minimal Government direction and oversight
- Demonstrated experience managing contractor personnel, subcontractors, schedules, work assignments, quality standards, and overall contract performance
- Experience serving as the primary interface with Government customers and senior leadership
- Demonstrated ability to lead multidisciplinary teams supporting complex Federal IT environments
- Knowledge of IT program and project management principles and best practices
- Understanding of operational planning, workforce management, quality assurance, and performance management
- Familiarity with Federal Government and Department of Defense contracting environments
- Proficiency with Microsoft Office Suite and standard project management and collaboration tools
- Strong organizational, analytical, and problem-solving skills
- Project Management Institute (PMI) Project Management Professional (PMP); or Project Management Institute (PMI) Program Management Professional (PgMP)
- DoDI 8570.01 Level I certification (or equivalent) or higher
- One or more infrastructure-related technology certifications
- Strong leadership and organizational management abilities
- Excellent verbal, written, and executive-level communication skills
- Strong customer relationship and stakeholder management skills
- Ability to supervise multidisciplinary teams and subcontractors
- Strong planning, scheduling, and resource management capabilities
- Excellent analytical, decision-making, and problem-solving skills
- Ability to manage multiple priorities in a dynamic Federal program environment
- Strong attention to detail with a commitment to quality, accountability, and mission success
- Ability to build collaborative, high-performing teams and maintain strong customer relationships
- Approximately 25% travel
- Onsite support at USMEPCOM Headquarters in North Chicago, Illinois, for approximately one week each month

- Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Program Management, or a related discipline
