Job Summary
Lead overall program planning, execution, and delivery for assigned task orders and programs across complex, multi-disciplinary Navy initiatives. Manage project plans, schedules, and performance baselines while overseeing resource allocation, budget tracking, and cost control for a staff of 100+ people. Perform risk identification, mitigation planning, and issue resolution, developing Rough Order of Magnitude estimates and financial forecasts. Monitor program performance metrics, establish communication with Procuring Contracting Officers, and lead biweekly contract status meetings. Manage Agile/Scrum teams, ensure quality assurance and compliance, and deliver reports, dashboards, and executive briefings. Support financial program management including variance analysis and reporting. Obtain and maintain a SECRET security clearance.
Required Qualifications
- Bachelor's degree in Business, Engineering, Program Management, Finance, or related field
- Minimum 10+ years of relevant experience in program/project management supporting DoD or federal programs
- Ability to obtain and maintain a SECRET security clearance
- U.S. citizenship

- Master's degree
- Experience supporting NAVSEA/NSWC, DoD programs, or similar federal environments
- PMP (Project Management Professional)
- Certified Scrum Master (CSM) or SAFe Certification
