Job Summary
Program Manager responsible for leading a 40+ person team across several contracts and multiple agencies to plan, develop, and deliver customer-funded software applications. Establish and maintain relationships with customers and stakeholders; work with customers and development teams to plan features, deliverables, cost estimates, and development schedules; develop and manage project budgets; provide technical guidance and mentorship; understand the Government budget process; develop presentations for customers and program stakeholders; support proposal development and capture planning; identify risks/opportunities; produce program reports for sponsors; communicate highly technical concepts to technical and non-technical audiences; collaborate with Contracts, Finance, Security, Facilities, and IT to execute programs.
Required Qualifications
- 20+ years SIGINT/COMINT mission experience
- Active Top Secret security clearance with SSBI and SCI access/eligibility
- CI Poly or Full-Scope Poly
- US Citizenship
- Bachelor's degree in Engineering, Computer Science, Business Administration or related field, or military equivalent of technical expertise
- Experience with Agile software development lifecycle and use of associated tools
- 10+ years of experience leading and managing teams and resources
- Experience managing/leading the development of software systems on Government programs
- Exceptional leadership, time management, organization, decision making, and verbal and written communication skills
- Experience and understanding of how agencies and services interact with other agencies as well as how they function internally
- In depth understanding of national systems architectures and data flow
- Have a vision for future architectures and technology threats
- Exceptional analytical and problem solving skills
- High level of self-initiative and self-motivation with the ability to work under minimal supervision
- Proven track record of success supporting the Government and/or Prime Contractors to deliver operational systems
- Working knowledge of Federal Acquisition Regulations (FAR) and Government contracting
