Job Summary
Program Manager for the Adult and Dislocated Worker program leading the development and implementation of WIOA workforce programs in Fresno County and the region. Responsibilities include providing leadership and oversight to ensure compliance with federal, state, and local requirements; managing central procurement activities for WDB and FAWIC; interpreting and enforcing policies and regulations; offering guidance to sub-recipients/contractors; leading contract development, negotiation, and review to meet funding source requirements; directing contract deliverables, expenditures, and performance; generating and reconciling performance reports; coordinating Corrective Action Plans with progress reports; assisting with grants and special projects; benchmarking to identify best practices. Ideal candidate will possess strong leadership, analytical, and communication skills, plus in-depth knowledge of WIOA policies and procedures, and the ability to assimilate them quickly. Education/experience flexibility in lieu of degree is noted, with emphasis on leadership and program management capabilities. Required Qualifications
- Bachelor’s degree in Business, Public Administration, or related field OR ten (10) years of directly related administrative and leadership experience in private or public service in lieu of a bachelor’s degree
- Must have a valid California driver’s license, personal automobile liability insurance, and a reliable vehicle
- Strong leadership, analytical, oral, and written communication skills; thorough working knowledge of WIOA federal, state, and local program policies, procedures, functions, and regulations
- Proven organizational and time-management skills; ability to work effectively within a team; proficiency in Microsoft Word, Excel, and Outlook
