Job Summary
Lead end-to-end program execution for large-scale Department of Defense cloud and IT modernization projects, serving as the primary point of contact with full authority over contract execution. Manage cost, schedule, and performance baselines while developing an Integrated Master Schedule for real-time Government transparency. Coordinate cross-functional teams including DevSecOps and cybersecurity personnel to ensure adherence to Agile delivery frameworks and drive continuous service improvement. Oversee subcontractors, staffing, surge support, and travel costs in compliance with contract requirements. Implement governance, reporting, and risk management frameworks to ensure performance, schedule, cost, and quality objectives are achieved. This hybrid position based out of San Antonio, TX requires an active Secret clearance.
Required Qualifications
- extensive experience leading large-scale Department of Defense cloud and IT modernization programs
- ability to serve as the primary point of contact (POC) to the Government with full authority over contract execution
- ability to manage cost, schedule, and performance (CSP) baselines
- ability to develop and maintain an Integrated Master Schedule
- ability to manage development and submittal of Program Management Plan (PMP)
- ability to manage all other required CDRL deliverables
- ability to interface with Government stakeholders, CORs, and enterprise stakeholders
- ability to ensure contractor team adherence to Agile delivery frameworks and complementary Agile ceremonies
- ability to recommend cloud financial management (FinOps) best practices
- ability to manage monthly reporting, executive briefings, and performance dashboards
- ability to coordinate cross-functional technical teams including DevSecOps, cloud engineering, and cybersecurity personnel
- ability to oversee subcontractors, staffing, and surge support
- ability to manage travel, Other Direct Costs (ODCs), and Over-and-Above Work requests in compliance with contract requirements
- ability to implement governance, reporting, and risk management frameworks
- ability to drive continuous service improvement and SLA compliance
