Job Summary

Program Governance & Configuration Manager responsible for the integrity and continuous improvement of the Configuration Management system and PMO governance across Otto Aerospace. Own end-to-end change management via the Change Control Board (CCB), define and enforce standardized program processes, drive compliance, and provide visibility into configuration status, change activity, and risks. Collaborate with Engineering, Integrated Operations, and Digital Enterprise to ensure tools (PLM, document management, workflows) support data integrity and standardized processes. Establish and track KPIs related to configuration status and cycle time; identify inefficiencies and lead continuous improvement initiatives. Act as central coordinator across Engineering, Integrated Operations, and Program teams to align on processes, priorities, and execution expectations; provide guidance, training, and hands-on facilitation to ensure adoption of configuration management and governance processes; deliver decision-ready insights to leadership. Requires system thinking, ownership mentality, operational leadership, cross-functional collaboration, composure under ambiguity, and clear communication. The role is currently remote in the United States with relocation to Jacksonville, FL planned for late 2026 and ~25% travel to Fort Worth, TX or other program locations.

Required Qualifications

  • Bachelor's degree in engineering, Business, or a related field
  • Must have Aviation manufacturing experience
  • Eight (8) or more years in configuration management, engineering operations, program management, digital tools, or related roles
  • Ten (10) or more years of total experience (equivalent combination considered)
  • Two (2) years of leadership experience
  • Experience operating and maintaining Configuration Management and change control processes in a complex development environment
  • Experience enforcing standardized processes and driving organizational compliance
  • Experience supporting or administering governance forums such as Change Control Boards (CCB) and Risk, Opportunities, & Issue Management (RIO) Board
  • Experience with Product Lifecycle Management (PLM) systems, document management systems, and workflow tools
  • Strong cross-functional experience with Engineering, Integrated Operations and Program teams in new aircraft development
  • Extensive experience in Jira is preferred
  • Experience with MS Project, Primavera/P6, Jama, and/or other project management tools
  • Experience developing, implementing, and sustaining standard processes
  • Strong organizational skills and attention to detail
  • Ability to work cross-functionally, build relationships, and manage conflict with minimal direction
  • Excellent verbal and written communication skills with ability to influence
  • Proactive communication and follow-through
  • Ability to prioritize work in fast-paced environments
  • Demonstrated ability to drive accountability and execution discipline
  • Experience with Dassault 3DX or similar PLM systems is preferred
