Job Summary
Program Development Director leads, implements, and evaluates a diverse portfolio of applied transportation research projects within the Cooperative Research Programs, collaborating with TRB leadership, sponsors, and volunteers. Responsibilities include portfolio leadership and accountability; budget development and staffing; ensuring on-time, within-scope delivery; guiding performance management and staff development; steering program execution and strategic alignment; engaging sponsors and stakeholders; and coordinating with committees and volunteers. Requires strategic planning, risk management, contract oversight, deep knowledge of cooperative research programs, strong written and verbal communication, stakeholder influence, and ability to operate with substantial independence across complex, high-impact initiatives. Work arrangement is hybrid (onsite at Keck Center in DC ~60% onsite; additional remote work), with travel as needed.
Required Qualifications
- Ph.D. in a discipline relevant to transportation, public policy, research management, or closely related field; or a master’s, or bachelor’s degree in a relevant discipline with significant professional experience demonstrating advanced subject matter expertise, leadership in complex projects or programs, and independent research, analysis, or policy development responsibilities.
- Ten years of related professional experience.
- Demonstrated impact on the advancement of science or policy through the successful completion of National Academies’ activities or equivalent outside activities and through effective dissemination of these activities.
- Significant experience managing applied research projects or programs.
- Demonstrated experience supervising and developing professional staff in a complex organization.
