Job Summary
Cost Analyst to support Navy acquisitions by performing cost estimation, financial modeling, lifecycle cost estimation, and what-if scenario modeling. Responsibilities include analyzing data, identifying root causes, developing recommendations, and delivering actionable insights to support program analysis and performance. Use methods such as statistical analysis, cost-benefit analysis, lifecycle cost estimation, and data-driven strategies to inform decisions. Requires experience with relevant cost analysis techniques, WBS, inflation/escalation, government procurement processes, and strong communication skills; security clearance is required. The role emphasizes applying analytical approaches to support cost estimation, financial modeling, and program assessment for Navy programs, with opportunities to leverage tools like Excel, PowerPoint, and data tools (including BI and programming where applicable).
Required Qualifications
- 5+ years of experience with cost estimating, cost analysis, or financial analysis
- Experience with data collection and cost model development
- Experience using Microsoft Office products such as Excel or PowerPoint
- Experience with the application of core competencies, including Work Breakdown Structures (WBSs) and inflation or escalation
- Experience with analysis and estimates supporting government procurement and acquisition processes
- Bachelor\'s degree in Industrial Engineering, Operations Research, Mathematics, Statistics, or Economics
- Experience with management and business development (Nice If You Have)
- Experience with Microsoft Power BI, Tableau, Crystal Ball, Python, R, or AI tools (Nice If You Have)
- Experience with leading a team, the training of junior staff, project management, or business development (Nice If You Have)
- Possession of excellent verbal and written communication skills (Nice If You Have)
- Possession of excellent teamwork and collaboration skills (Nice If You Have)
- ICEAA Certified Cost Estimator and Analyst (CCE/A) Certification (Nice If You Have)
- Secret clearance is required
