Program Controls Reporting Manager

Job Summary

Develop and maintain program-wide reporting policies, workflows, and governance frameworks aligned with cost, schedule, and scope controls. Lead the preparation of monthly, quarterly, and annual performance reports integrating progress, cost, cash flow, earned value, risk, and forecast data into consolidated, decision-ready products. Design and maintain interactive, role-based dashboards using Power BI to provide real-time visibility into performance drivers, ensuring compliance with internal and federal reporting expectations. Collaborate with project teams and functional leads to collect, validate, and reconcile data, acting as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives.

Required Qualifications

  • Bachelor's degree
  • 8 years of related experience or demonstrated equivalency of experience and/or education
  • Adherence to BPTR program policies
  • On-site presence at the program office in Baltimore, MD
  • Sponsorship for US employment authorization is not available now or in the future for this position
  • All newly hired employees are required to attend an in-person Day 1 onboarding at an AECOM office location as a condition of employment

Desired Qualifications

  • Bachelor's degree in business, engineering, finance, project management, or related discipline
  • PMP certification or relevant project controls/reporting credentials
  • Proficiency in Power BI, Primavera P6, TILOS, Visio, and the Microsoft Office Suite
  • Experience with desktop publishing and professional graphics software
  • Strong experience background in scheduling, project controls, reporting, and data analytics
  • Knowledge of federal reporting standards, compliance frameworks, and large-scale capital program requirements
  • Knowledge of public-sector reporting standards and infrastructure delivery programs (transportation, rail, roadway, etc.)
  • Excellent communication, organization, and time management skills, with the ability to deliver under pressure
  • Experience on Amtrak or other public transit agency projects
