Program Analyst in Aviation w/ FMS

Job Summary
Manage, track, and execute funding across multiple appropriations including Foreign Military Sales (FMS). Perform commitment, obligation, and disbursement tracking within the General Fund Enterprise Business System (GFEBS) while reconciling financial records and resolving Unliquidated Obligations. Serve as a Subject Matter Expert for GFEBS transactions and reporting, utilizing Funds Management and Cost Management modules to monitor budget execution. Assist in formulating the Internal Operating Budget and analyze historical execution data to provide recommendations for spend plans. Track and reconcile manpower allocations and coordinate with program managers to align civilian and contractor requirements with available funding profiles. Facilitate mid-year reviews and year-end close-out procedures. Requires 3–5 years of federal financial management experience, a Secret Security Clearance, and a Bachelor's degree.
Required Qualifications
- Minimum of 3–5 years of experience in federal financial management or defense program analysis
- At least 2 years of hands-on experience navigating GFEBS (specifically FM and CM modules)
- Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline
- Must possess or be able to obtain an active Secret Security Clearance
- Proven experience executing and tracking OMA, APA, and RDTE funding
Desired Qualifications
- Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification
- Prior experience managing Army Manpower systems (such as G-8 requirements)
- Experience with Audit Readiness and Financial Improvement and Audit Remediation (FIAR) standards
