Job Summary
Manage a grant portfolio of workforce development grants through the full lifecycle, including reviewing applications, monitoring progress, issuing amendments, and closing grants. Apply subject matter expertise to coordinate review and approval of grant applications by soliciting internal staff, provide training to applicants and grantees, and deliver technical assistance to recipients. Navigate a grants management system to track deadlines, generate reports, and troubleshoot issues while articulating system functionality to users. Oversee strategic projects and programs related to Workforce Investment and Opportunity Act initiatives, apprenticeships, and industry-specific training. Communicate effectively through project memos, whitepapers, and presentations to diverse audiences including federal, state, and local partners. This role requires five in-person days in the Washington, DC office and up to 25% travel.
Required Qualifications
- Excellent understanding and experience with federal grants management processes and technical assistance consistent with sound business and industry practices, including the ability to monitor, evaluate, and administer assigned grants.
- Excellent understanding of 2.CFR Part 200 including proven experience in the application of uniform guidance to the full grant lifecycle.
- Experience navigating a grants management system, specifically the use of a software to monitor grants, track deadlines, generate reports, troubleshoot issues including the ability to effectively articulate the functionality of a system to users such as applicants and grantees.
- At least 3 years of experience in economic development and workforce development, with proven experience in providing programming, services, and technical assistance to recipients of workforce development programs to access programs to enter or renter the workforce.
- A successful candidate will understand workforce development barriers in rural areas and have vast knowledge of various programs (local, state, and federally funded) to address issues related to workforce participation.
- 2-3 years of proven experience in grant management, particularly throughout the life cycle of a grant (pre- and post-award) either as a grantee or as part of a grantmaking organization or agency.
- At least 3 years of effective oversight of strategic projects and programs and delivery of technical assistance to participants of workforce development programs (e.g., Workforce Investment and Opportunity Act Out of School Youth and Adults, and Dislocated Workers, Apprenticeship, Industry-Specific Training, etc.).
- Ability to plan, facilitate, and engage diverse groups and individuals, including federal, state, and local partners, resulting in the ability to advance goals in a consultative, innovative, and collaborative manner.
- Excellent writing skills, including project memos for leadership, program whitepapers, and presentations. Must be able to communicate information to a variety of audiences. Business writing skills are required.
- Adept knowledge of and ability to apply laws, regulations, rules, policies, procedures, processes, and methods governing the administration of Federal grants, cooperative agreements, and awards including financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements.
- Strong attention to detail, effective customer service communications, and ability to use software such as grants management applications, Excel, and Word.
- Bachelor's degree required.
- Successful completion (prior to hire) & maintenance of background security review; U.S. citizenship required.
- Ability to travel (up to 25%) and possess and maintain a valid driver's license.
