Procurement Manager

Job Summary

Edit, fact-check, and proofread procurement and grant-related funding contracts while reviewing documentation for compliance with protocols. Coordinate operational, technical, and professional staff in the agency procurement process and analyze vendor past performance and financial status. Prepare fiscal summary reports, scope documents, and budgets to initiate contract actions, then maintain electronic and hard-copy files of all contracts and reporting. Serve as a centralized liaison with bureaus and the Agency Chief Contracting Officer for assigned contracts, including City Council Discretionary awards and MWBE Procurement Methods. This temporary grant-funded position ends in November 2027 and requires residence in the tri-state area. The role reports to the Director of Contracts and includes emergency response duties when mandated by the agency.

Required Qualifications

  • A baccalaureate degree from an accredited college
  • 3 years of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management
  • An associate degree or completion of 60 semester credits from an accredited college
  • 5 years of satisfactory, full-time professional experience as described in '1' above
  • A four-year high school diploma or its educational equivalent
  • 7 years of satisfactory full time professional experience as described in '1' above
  • A combination of education and/or experience equivalent to '1', '2', or '3' above
  • College education may be substituted for professional experience under '2' or '3' above at the rate of 30 semester credits from an accredited college for 6 months of experience
  • All candidates must have at least a four-year high school diploma or its educational equivalent
  • 1 year of the experience described in '1' above
  • Must reside in the tri-state area (NY, NJ, CT) by their confirmed start date
  • This individual will be expected to work non-business hours during emergencies

Desired Qualifications

  • You must be highly detail-oriented, a self-starter, and able to accurately complete a range of administrative tasks necessary for successful and timely contract awards
  • Experience with contracts within city government, including working with other entities, such as, ACCO, Finance, Fiscal and with Management
  • Working experience with the following City systems: Financial Management Systems, Electronic Contract Development Systems or NYC Contracting Systems, Fiscal Management systems
  • Excellent oral and written communication skills with the ability in hosting groups presentations for external and internal partners
  • Experience with stakeholder engagement and project management
  • Excellent communication (verbal & written) and interpersonal skills
  • Strong analytical skills and ability to manage and report complex information
  • Experience with data collection, analysis and interpretation
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone
  • Experience working with the public health sector and coordinating projects involving multiple stakeholders
  • Ability to prioritize and work in fast-paced environment with hard deadlines
  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties
