Job Summary
Lead ITN/ITT development, tender management, and evaluation processes for public procurement in Ireland and the EU, aligning with rail-sector projects. Manage full lifecycle of tenders (PQQ to award), design robust evaluation methodologies (technical, commercial, qualitative), support governance approvals, and engage with internal stakeholders and external clients. Coordinate pre- and post-award guidance, negotiations with tenderers, and ensure compliance with EU/Irish procurement directives, NEC contract familiarity, and continuous improvement of procurement processes. Excellent stakeholder management, leadership, and communication skills, with strong ITT documentation and audit-trail discipline; experience with e-tendering tools and governance frameworks; holding or pursuing professional membership (e.g., CIPS/RICS) preferred.
Required Qualifications
- Degree in Procurement, Engineering, Construction Management, Quantity Surveying, Law, or related discipline
- Professional membership or working towards professional membership such as CIPS or RICS
