Procurement Manager

Job Summary

Administer procurement and subcontract actions throughout the entire acquisition lifecycle, preparing, issuing, evaluating, and negotiating Requests for Proposal, Requests for Quotation, and purchase orders. Conduct competitive source selections, review subcontractor proposals for cost and technical compliance, and negotiate pricing and delivery schedules. Support proposal efforts by coordinating subcontractor participation and developing subcontract agreements, modifications, and closeout activities. Maintain audit-ready documentation, track milestones and funding status, and develop metrics dashboards for leadership visibility. Coordinate with program management, contracts, finance, and engineering teams to ensure subcontractor compliance and identify procurement risks. Utilize SharePoint and procurement management systems to improve workflow efficiency while supporting both CONUS and OCONUS activities. Requires a Bachelor's degree, 5–9 years of DoD procurement experience, and an Active Secret Security Clearance.

Required Qualifications

  • Bachelor's degree in Business Administration, Acquisition Management, Supply Chain Management, Finance, Contract Management, or related field
  • 5–9 years of procurement, subcontract administration, purchasing, or government contracting experience
  • Experience supporting Department of Defense (DoD) contracts
  • Working knowledge of FAR
  • Working knowledge of DFARS
  • Working knowledge of Government procurement regulations
  • Working knowledge of Competitive acquisitions
  • Experience administering fixed-price, cost-reimbursement, Time & Materials (T&M), and IDIQ subcontract agreements
  • Experience supporting proposal and capture activities
  • Experience in managing FFP Delivery Schedules and Milestone Payment Schedules
  • Experience in conducting Requests for Proposal (RFPs)
  • Strong negotiation and vendor management skills
  • Excellent written and verbal communication skills
  • Strong organizational and analytical abilities
  • Ability to manage multiple priorities with minimal supervision
  • Proficiency with Microsoft Office Suite
  • Proficiency with Excel
  • Proficiency with SharePoint
  • Proficiency with Procurement or ERP systems
  • Active Secret Security Clearance required
  • Ability to maintain security clearance throughout employment
  • Ability to obtain access to U.S. Government facilities
  • Occasional CONUS travel; OCONUS travel may be required based on program needs
  • Periodic travel may be required to support business needs, leadership meetings and government engagements
  • Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner
  • May include lifting weight up to thirty (30) pounds as necessary

Desired Qualifications

  • Experience supporting Other Transaction Authority (OTA) acquisitions
  • Experience with Cost/Price Analysis
  • Knowledge of CPSR requirements
  • Experience supporting DCMA and DCAA audits
  • Familiarity with Deltek Costpoint, SAP, Oracle, or other procurement systems
  • NCMA certification (CPCM, CFCM, or CCCM) or willingness to obtain
  • Experience developing procurement templates, dashboards, and workflow improvements
