Job Summary

Analyze staffing needs, workflow volumes, and performance trends to support hiring, backfills, and workforce planning. Independently evaluate operational workflows, identify bottlenecks, and propose data-driven solutions for process improvements, including testing eVital system enhancements and assessing AI integration. Lead coordination of performance evaluations, onboarding, and training effectiveness while monitoring compliance with records retention and regulatory protocols. Serve as Client Escalation Lead to standardize responses to high-priority requests and oversee continuity of operations during disruptions.

Required Qualifications

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
  • Education and/or experience which is equivalent to 1 or 2 above
  • At least a master's degree in an appropriate field of specialization
  • At least two years of experience described in 2 above
  • Two years as a City Research Scientist Level I

Desired Qualifications

  • Ability to independently plan and carry out analytical studies and translate findings into operational improvements
  • Demonstrated ability to supervise staff and support training, onboarding, and performance management
  • Demonstrated experience conducting operational research, data analysis, and performance evaluation
  • Strong quantitative and qualitative analytical skills, including experience with performance metrics and reporting
  • Experience managing or evaluating high-volume, public-facing service operations
  • Excellent written, verbal, and interpersonal communication skills, including report writing and presentation of findings
  • Proficiency in Microsoft Excel and other data tools; experience with database or systems analysis experience
  • Ability to exercise sound independent judgment in complex operational and policy environments
