Principal Specialist, Estimating & Pricing

Job Summary

Plan and schedule proposal efforts for Intelligence, Surveillance and Reconnaissance Systems (ISRS) programs while partnering with program leadership and technical leads. Compile cost, schedule, and technical elements for proposals in accordance with Federal Acquisition Regulations, analyzing BOMs and BOEs to ensure reasonableness and adequate rationale. Coordinate cost collection from functional departments, review cost inputs, and prepare internal management reviews up to the Director level. Participate in should-cost reviews, contract negotiations, and DCAA audits, providing direction to subordinate teammates and ensuring accurate proposal submissions across Engineering and subcontracts.

Required Qualifications

  • U.S. citizenship
  • Bachelor's degree
  • 5 years prior relevant experience
  • Advanced Degree in a related field
  • 3 years experience (if Advanced Degree)
  • Experience with Proposal Development
  • Experience with Cost Volume Management
  • Experience with industry estimating and pricing
  • Experience with industry policy, practices and/or procedures
  • Experience with MS Office
  • Strong verbal and written communication skills
  • Ability to interact with senior levels of management and customer organizations
  • Experience with CAS & Disclosure Requirements including TINA
  • Excellent analytical skills
  • Solid understanding of how to use common industry pricing tools and technology
  • High attention to detail and accuracy
  • Strong financial acumen
  • Analytical reasoning
  • Ability to research issues to resolution
  • Experience with and understanding of Government Procurement Regulations (FAR, DFARS etc.)
  • Ability to learn processes quickly
  • Ability to apply knowledge to unique situations

  • Ability to support the DCAA/DCMA audit process
  • Strong mathematical and financial analysis skills
