Job Summary
Part-time Principal Accountant - Capital at Torbay Council leads the capital closedown process, ensures accuracy of the capital programme and fixed asset register, supports external audit, and maintains capital and asset accounting records while delivering governance and regulatory reporting within a local government finance context. The role offers flexible office-based or hybrid working, a supportive team environment, and opportunities for learning and development. Requires CCAB qualification and substantial local government/public sector experience in capital accounting and year-end processes.
Required Qualifications
- Fully qualified CCAB accountant
- significant experience of working within a local government or wider public sector finance environment
- experience of capital accounting including capital expenditure classification, capitalisation rules, valuations, depreciation, impairments, and disposals
- experience of preparing or contributing to the annual Statement of Accounts, specifically the capital and fixed asset sections
- experience of leading or supporting the year-end capital closedown process
- excellent analytical and interpretation skills to research and summarise findings, identify and recommend solutions to complex problems
- ability to manage and motivate staff to ensure objectives and targets are met
- knowledge of CIPFA Code of Practice on Local Authority Accounting and Local Authority Accounting (England) Regulations
- understanding of capital financing methods including borrowing, capital receipts, grants, contributions, and revenue/reserve funding
- fully qualified CCAB accountant
- strong organisational and communication skills
- experience in governance frameworks and statutory compliance
