Job Summary
The Pre-Trial Program Manager leads HCAM's Pre-Trial Team for Returning Citizens HealthLink, overseeing enrollment assistance for detained individuals across Baltimore detention facilities (BCBIC, CDF, MTC, YDC). Responsible for daily operations, staff supervision of approximately six Consumer Assistance Workers, documentation accuracy, compliance with HCAM policies and funder requirements, and collaboration with facility leadership. Key duties include developing and maintaining SOPs, managing workflows and staff schedules, serving as primary liaison to detention facilities, ensuring data quality and timely reporting, monitoring program performance and enrollment outcomes, supporting quality improvement initiatives, and providing leadership coverage for the DOC Team when needed. The role requires strong leadership, project management, data analysis, and communication skills; knowledge of Medicaid, MCHP, QHPs, and related eligibility programs; ability to build internal/external partnerships; and adherence to confidentiality and safety standards. Travel throughout the service area is required; the role includes compensation details in compliance with Maryland wage transparency and a comprehensive benefits package.
Required Qualifications
- Bachelor's degree in Public Health, Human Services, Social Work, Criminal Justice, Healthcare Administration, or a related field preferred
- High School Diploma or GED with significant relevant experience will be considered
- Minimum of three years of experience in health coverage enrollment, public health, healthcare, social services, corrections, or a related field
- Minimum of one year of supervisory or team leadership experience preferred
- Maryland Health Benefit Exchange Certified Application Counselor certification required within six months of hire
- Experience working with justice-involved populations preferred
- Ability to obtain and maintain all required DPSCS security clearances
- Valid driver's license and reliable transportation required
