Policy & Strategy Analyst - Energy Regulatory Policy

Job Summary

Develop regulatory filings for LIPA by coordinating with subject matter experts and conducting research on energy storage, greenhouse gas programs, capacity markets, and retail access. Analyze proposals and assessments for the New York Public Service Commission, NYISO, PJM, and FERC while supporting market committees and working groups. Provide technical guidance on future system resource needs, transmission project costs, and capacity compliance filings using data from Power Portfolios and contracted resources. Prepare monthly compliance reports and forecasts for statewide transmission projects authorized under NYISO rate schedules.

Required Qualifications

  • Bachelor's degree in Engineering, Business, Public Policy, Economics or Political Science or related field of study
  • Minimum of 4 years' experience in Business, Public Policy, Economics or Engineering in utility or electric market areas such as electric utility tariffs, contract administration, government relations, and economics and/or in a regulatory market role
  • Familiarity with PJM, NEISO and NYISO Markets and/or equivalent experience in government/ public affairs, or regulatory policy
  • In-depth knowledge of federal, regional and/or state energy regulatory policy
  • Demonstrated business and policy acumen and ability to work and communicate effectively in a high-ambiguity and fast-changing environment
  • Demonstrated interpersonal, verbal and written communication skills
  • Ability to travel to attend meetings on and off Long Island as required
  • Ability to respond to emergency storm and other system conditions which requires field work during nights and weekends
  • Ability to attend periodic visits to regulatory meetings such as NYISO stakeholder sessions
  • Computer skills
  • Compliance with the Department of Energy's regulation 10 CFR 810 is required
  • A citizen or national of the USA
  • A lawful permanent resident of the United States (Non-Conditional Permanent I-551 / Green Card / Permanent Resident Card holder)
  • A citizen, national, or permanent resident of a 'Generally Authorized' destination on the attached list and not also a citizen, national, permanent resident of any country not listed
  • A 'Protected Individual' under the Immigration and Naturalization Act (8 U.S.C 1324b(a)(3))
