Job Summary
Lead overall site leadership and governance for the Empire Generating Facility, establishing clear expectations and reinforcing accountability across operations, maintenance, safety, and environmental programs. Champion a proactive safety culture while ensuring compliance with regulatory requirements, permits, and Management of Change processes. Direct core plant programs including NERC compliance, chemistry, and QA/QC to ensure reliable combined-cycle facility operation. Plan and execute scheduled and forced outages, optimize work scope and resources, and oversee plant financial performance through budget development and cost control. Serve as the primary liaison with the Owner, regulatory agencies, and community stakeholders, fostering relationships and administering commercial agreements and vendor contracts. Drive continuous improvement initiatives and workforce development strategies to enhance operational efficiency and business results.
Required Qualifications
- Valid, unrestricted U.S. driver's license
- Bachelor's degree in Engineering or a related technical discipline
- Extensive leadership experience in natural gas-fired combined cycle power generation
- Prior Plant Manager experience
- Demonstrated success leading operations, maintenance, engineering, and technical personnel within a combined-cycle power plant
- Strong knowledge of independent power producer (IPP) operations, plant performance, commercial business practices, and power market operations
- Advanced technical knowledge of combined-cycle plant systems and maintenance practices
- Proven commitment to safety leadership and fostering a strong safety culture
- Experience managing environmental compliance programs, regulatory reporting, permit compliance, and audit preparedness
- Strong financial and business management skills, including operating and capital budgeting, forecasting, cost control, and capital planning
- Experience administering commercial agreements, major service contracts, procurement activities, and vendor relationships
- Excellent communication, leadership, and relationship-building skills
- Experience collaborating effectively with Owners, regulatory agencies, contractors, OEMs, and plant personnel
- Ability to stand for extended periods of time
- Ability to climb stairs and ladders
- Ability to work from elevated platforms and walkways at varying heights
- Ability to routinely lift up to 50 pounds
- Ability to enter confined spaces
- Ability to crawl through narrow areas
- Ability to handle hazardous materials
- Ability to work in environments with exposure to fumes, extreme temperatures, and noise
- Ability to work in high heat near equipment
- Ability to work in varying outdoor weather conditions
- Ability to use protective equipment including hard hats, safety glasses, eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing, hot gloves, high-voltage protective gear, and fall protection
- Ability to pass fit testing for respirators
- Ability to comply with strict smoking restrictions
- Ability to participate in Fitness for Duty Program including post-offer physical examination
- Ability to pass drug screening
- Ability to comply with post-employment random drug screening
- Ability to work a standard Monday to Friday day shift schedule
- Ability to work extended working hours and flexible shifts including weekends and holidays
- Ability to respond to periodic callouts or On call status
- Ability to travel to participate in Manager, Owner, User Group, or other offsite meetings
- Ability to ensure policies and procedures align with operational objectives, regulatory requirements, and industry standards
- Ability to promote safe work practices and ensure the protection of employees, contractors, visitors, and the public
- Ability to ensure compliance with environmental permits, regulatory requirements, and Management of Change (MOC) processes
- Ability to prepare and submit required reports
- Ability to direct and integrate core plant programs including operations, maintenance, safety, chemistry, training, administration, NERC compliance, and environmental QA/QC
- Ability to develop workforce staffing, qualification, and employee development strategies
- Ability to maintain required certifications

- Ability to support complex troubleshooting of combined-cycle systems

Desired Qualifications
- Bachelor's degree in Engineering or a related technical discipline preferred
- Equivalent power generation, industrial, or military experience may be considered in lieu of formal education
- Demonstrated success leading operations, maintenance, engineering, and technical personnel within a combined-cycle power plant
- Strong knowledge of independent power producer (IPP) operations, plant performance, commercial business practices, and power market operations
- Advanced technical knowledge of combined-cycle plant systems and maintenance practices
- Proven commitment to safety leadership and fostering a strong safety culture through accountability, regulatory compliance, and continuous improvement
