Personnel Security Specialist III - Temporary

Job Summary

Conduct Entrance on Duty (EOD) support by evaluating candidates for pre-appointment and interim security clearance recommendations aligned with Executive Orders, CFRs, SEADs, and ICD 704. Perform security checks using various databases to verify background investigations and eligibility for reciprocity, while initiating investigations via the eAPP system and providing technical assistance to applicants. Assist with implementing operational policies for the Continuous Evaluation Program, continuous vetting, and RAPBACK, and prepare written documentation including standard operating procedures, reports, and training materials. Requires an active Top-Secret clearance, four years in personnel security, and proven EOD recommendation experience. This temporary position lasts approximately five months, with possible conversion to non-temporary based on workload and performance.

Required Qualifications

  • High School Diploma
  • Must have an active Top-Secret clearance
  • Must have 4 years in personnel security experience
  • Proven experience rendering adjudicative or entrance on duty (EOD) recommendations
  • Must have excellent computer skills using Microsoft Office
  • Must have excellent written and oral communication skills
  • Must have risk-management skills
  • Must have problem-solving skills
  • Ability to learn and use specific government/customer systems such as Information Security Management System (ISMS)
  • Expert knowledge or awareness and adherence to government policies or regulations governing security suitability and eligibility, such as Federal Investigative Standards (FIS), Executive Orders (E.O.) 12968, 13526, and 10450, Code of Federal Regulations (CFRs), Security Executive Agent Directives (SEADs), Intelligence Community Directive (ICD) 704 or other guidelines to make the appropriate EOD recommendation
  • Ability to conduct security checks and review personnel security information using various databases to verify if an individual has the appropriate background investigation requested, and if the individual is eligible for reciprocity
  • Ability to assist with implementing operational policies, procedures, programs, and standards as required, ensuring the efficient and effective implementation of trusted workforce to include the Continuous Evaluation Program, continuous vetting, and RAPBACK
  • Ability to initiate background investigations via the electronic questionnaires for investigations processing (eAPPapp) system and obtain a security questionnaire from applicants
  • Ability to ensure the completeness of the security questionnaires and send the completed questionnaire to Defense Counterintelligence and Security Agency (DCSA), or the designated investigative service provider (ISP)
  • Ability to provide technical assistance to applicants completing their security questionnaire in the eAPP system
  • Ability to contribute to initiatives to improve functional and/or automated processes within the division
  • Ability to prepare written documentation in support of the personnel security mission such as internal standard operating procedures, reports, training and instructional materials, and briefings
  • Must be available for a temporary position for approximately five (5) months, with possible conversion to non-temporary based on workload and/or performance
