PEC Consultant - Legal Expert - Product Market Regulation (PMR)

Job Summary
Serve as the country legal expert for the OECD Product Market Regulation (PMR) assessment. Responsibilities include conducting legal and regulatory research, completing the PMR questionnaire, documenting the relevant regulatory framework with precise citations, and validating information with government counterparts. Assess regulations affecting market competition across horizontal policy areas and key sectors (including energy, transport, telecommunications, retail distribution, and professional services) in accordance with OECD guidelines. Participate in virtual training, respond to data verification queries, and assist in producing a descriptive report on PMR results. Engage with relevant government agencies to confirm inputs, and ensure inputs align with OECD methodology for internationally comparable indicators. This consultancy is for three country assignments (Dominican Republic, Ecuador, Paraguay) with remote work, a 5-month duration, and English-language deliverables.
Required Qualifications
- Master’s degree in Law or related fields
- At least five (5) years of professional experience in competition policy and regulatory analysis
- Excellent command of English (written)
- Experience with competition authorities/regulatory agencies or international organizations
- Familiarity with OECD methodologies and PMR processes
- Ability to review and interpret complex legal/regulatory instruments
- Experience preparing analytical reports in English
