Job Summary

Coordinate the daily operations of the District payroll department, ensuring accurate and timely processing for all licensed, classified, substitute, temporary, and supplemental staff. Review payroll transactions for accuracy, verify calculations and deductions, and approve adjustments while maintaining complete and properly maintained records. Reconcile payroll liability accounts monthly, investigate discrepancies, and prepare journal entries to balance payroll registers to the general ledger. Ensure strict compliance with federal, state, and local laws, including IRS regulations, ERB, NMPSIA, NMRHCA, and ACA reporting requirements by preparing and submitting all necessary tax filings, W-2s, and 1099s. Supervise payroll staff, train personnel, and develop internal controls to support audits and maintain strong documentation. Respond to employee inquiries regarding deductions and compensation, and assist with month-end and year-end financial closing activities.

Required Qualifications

  • High school diploma or GED
  • Associate's degree in Accounting, Business Administration, Finance, or related field
  • Valid New Mexico Driver's License or ability to obtain one
  • Minimum of three (3) years of progressively responsible payroll, accounting, finance, or governmental payroll experience
  • Experience using computerized payroll and financial management systems
  • Knowledge of: Public school payroll administration
  • Knowledge of: Governmental accounting principles
  • Knowledge of: Generally Accepted Accounting Principles (GAAP)
  • Knowledge of: New Mexico Manual of Procedures for Public School Accounting
  • Knowledge of: IRS payroll tax requirements
  • Knowledge of: Federal and New Mexico wage and hour laws
  • Knowledge of: Fair Labor Standards Act (FLSA)
  • Knowledge of: Educational Retirement Board (ERB) reporting requirements
  • Knowledge of: New Mexico Public School Insurance Authority (NMPSIA) reporting requirements
  • Knowledge of: New Mexico Retiree Health Care Authority (NMRHCA) reporting requirements
  • Knowledge of: Affordable Care Act (ACA) payroll reporting requirements
  • Knowledge of: Garnishment processing
  • Knowledge of: Payroll accounting and reconciliation procedures
  • Knowledge of: Internal controls and audit practices
  • Ability to: Interpret federal, state, and local payroll regulations
  • Ability to: Maintain strict confidentiality
  • Ability to: Analyze complex payroll issues
  • Ability to: Prepare financial and payroll reports
  • Ability to: Reconcile payroll liability accounts
  • Ability to: Develop and improve payroll procedures
  • Ability to: Supervise and train payroll personnel
  • Ability to: Prioritize multiple deadlines
  • Ability to: Communicate effectively with employees, administrators, and outside agencies
