(Part-Time): Human Resource Management Subject Matter Expert (SME)

Job Summary
Senior Human Resource Management/ Human Capital Development Subject Matter Expert (HRM/HCD SME) to advise on HRM/HCD strategies under a U.S. Government Institutional Capacity Building program. Engage in policy development, frameworks for talent management and workforce capability, provide strategic-level guidance, and support joint staff functions. Remote CONUS support with forward engagements (OCONUS); non-travel months ~30-40 hrs/month; engagement months ~80-100 hrs/month; post-engagement support. Must hold U.S. Secret Clearance and have history of collaboration with partner nations’ civilian or uniformed officials; experience in Security Cooperation/ICB and AFRICOM AOR; prior Joint Staff/Combatant Command experience; required to be a retired senior officer (O-5/6) or E-9 and possess extensive HR/OD experience.
Required Qualifications
- Retired O-5/O-6 level officer or E-9
- Extensive experience in human resources, talent management, or organizational development
- Extensive experience developing human capital development strategies and policies to meet strategic-level guidance
- Experience developing and implementing HR policies
- Experience serving on Joint Staff, Combatant Command, or Service staff
- Experience facilitating small groups in both live and virtual environments
- Experience or familiarity with Security Cooperation/Institutional Capacity Building with Partner Nations
- Experience collaborating with partner nations’ civilian or uniformed officials at the ministerial and general staff levels
- Experience in the AFRICOM Area of Responsibility (AOR)
- U.S. Secret Security Clearance required
