Papua Special Cluster Manager

Job Summary
Provide leadership, strategic oversight and effective management of the Papua Cluster, ensuring program and project design and implementation align with national strategy and donor requirements. Lead coordination with government, academia, NGOs, and faith-based partners; build capacity of program staff and partners; monitor quality, reporting, and accountability; manage risks; foster cross-functional collaboration; and deliver child wellbeing outcomes in challenging contexts. The role includes line management of Project Managers and Senior Program staff, safeguarding responsibilities, and driving strategic partnerships to secure funding and ensure effective program delivery in Papua.
Required Qualifications
- Bachelor's degree in social, Management, Development Studies, Engineering or other relevant subject
- Minimum 7 years’ (3 in Papua) experience in development program works at managerial level
- Fluent in English, both in written and verbal (score TOEFL 450)
- Living at the zonal area and requires a willingness to spend at least 33% of time in the field visiting projects
- Excellent project management skill, include people management skill
- Strong partnering and stakeholder management skill
- Strong strategic and analytical thinking skill
