Job Summary

Lead a high-performing Outreach and Enrollment team by coaching staff, executing growth strategies, and driving participant acquisition through strategic partnerships with healthcare providers and community organizations. Monitor operational metrics and enrollment outcomes to identify performance gaps, remove barriers, and ensure compliance with federal and state regulatory requirements. Provide leadership on complex eligibility cases and family dynamics while leading community outreach initiatives to expand market awareness. Partner with center leadership to deliver seamless participant experiences and streamline workflows for continuous improvement. Requires a Bachelor's degree, three years in healthcare enrollment, and one year leading teams, with a base salary of $94,000–$116,000 plus bonus. Valid driver's license and travel throughout the service area are required.

Required Qualifications

  • Bachelor's degree in Business Administration, Healthcare Administration, Public Health, Marketing, or a related field, or an equivalent combination of education and relevant leadership experience.
  • Minimum of three (3) years of experience in healthcare sales, outreach, enrollment, business development, care navigation, social services, community engagement, or a related healthcare environment.
  • Minimum of one (1) year of experience leading, coaching, mentoring, or developing individuals or teams, with demonstrated success in driving performance, developing talent, and achieving business objectives.
  • Experience working with older adults, frail elderly populations, caregivers, or within PACE, Medicare, Medicaid, managed care, or other value-based healthcare environments.
  • Demonstrated ability to develop and execute growth strategies while managing operational performance and achieving organizational goals.
  • Strong leadership, coaching, and talent development skills, with the ability to build engaged, high-performing teams and foster a culture of accountability, collaboration, and continuous improvement.
  • Strong communication, relationship-building, and collaboration skills, with the ability to effectively engage team members, participants, caregivers, providers, community partners, and organizational leaders.
  • Demonstrated ability to analyze operational and performance data to inform decision-making, prioritize initiatives, and improve organizational outcomes.
  • Experience using Microsoft Office, including Excel, and the ability to quickly learn Customer Relationship Management (CRM), Electronic Medical Record (EMR), and participant relationship management systems.
  • Demonstrated ability to manage competing priorities, navigate ambiguity, and lead effectively within a fast-paced, evolving environment.
  • Proof of a valid driver's license, reliable personal transportation, and automobile insurance that meets applicable state requirements, with the ability to travel throughout the service area.
  • Meets all applicable participant-facing health requirements, including TB screening and required immunizations.

Desired Qualifications

  • Experience leading outreach, enrollment, intake, or growth teams within PACE, Medicare, Medicaid, managed care, or other value-based healthcare environments.
  • Knowledge of PACE, CMS, DHCS, and applicable federal and state regulatory requirements related to outreach, participant eligibility, enrollment, and care coordination.
  • Experience developing strategic community partnerships and provider referral networks that support sustainable organizational growth.
  • Bilingual: Spanish, Mandarin, or Cantonese.
