OTC Program Analyst I

Job Summary

Support development, management, and execution of Partnership Intermediary Agreement (PIA) program activities, including proposal review processes, down-selection activities, and event coordination. Prepare written reports, presentations, and visual materials for DOE managers through data gathering, analysis, and organization. Coordinate with DOE Program Offices, provide feedback on key documents, and support market research activities. Contribute technical and programmatic input to OTC planning, create master program files, and track progress. Assist in budget and financial review activities, including obligations and spend plans. Provide general administrative support, maintain records, and send follow-up communications. This role provides comprehensive project management and analytical support to the OTC Innovative Partnership Mechanisms Team within the U.S. Department of Energy.

Required Qualifications

  • Bachelor's degree in a relevant field (or equivalent experience)
  • 4+ years of related experience
  • Advanced degrees may substitute for experience
  • Strong customer relationship skills
  • Excellent written and verbal communication abilities
  • Ability to multitask and manage shifting priorities in a fast-paced environment
  • Strong organizational and project management capabilities
  • High attention to detail and accuracy
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel)
  • Ability to develop federal-quality reports, presentations, and project tracking tools
  • Ability to obtain a Public Trust
  • 3 days a week required onsite

Desired Qualifications

  • Advanced degree in a relevant field
  • 8+ years of related experience
  • Project Management Professional (PMP) certification
  • Experience working with DOE or other federal agencies
  • Familiarity with technology transfer, commercialization, and the energy sector
  • Experience with PIA activities
  • Strong PowerPoint design skills
  • Experience as a technical writer or business communications writer
  • Experience coordinating merit review processes
  • Experience supporting senior-level executives
