Job Summary
Provide high-level policy, operational, and technical guidance to the Health Resources and Services Administration to ensure robust oversight of the Organ Procurement and Transplantation Network. Interpret OPTN policies and bylaws to ensure operational consistency, evaluate proposed changes for regulatory compliance, and conduct comprehensive discovery of membership criteria and governance processes. Lead the analysis of safety events, including report triage and the facilitation of Root Cause Analyses, while developing actionable recommendations to mitigate risks within the transplant ecosystem. Serve as the primary advisor on organ allocation frameworks, facilitating workshops with OPTN volunteers and transplant programs to identify workflow improvements and recommend proactive policy adjustments.
Required Qualifications
- 20 + years of related experience
- Bachelor's degree in healthcare administration, Public Health, or Policy
- Must be able to obtain a Public Trust clearance
- Must be able to commute to customer site in Rockville, MD when needed
- Deep expertise in OPTN policies, bylaws, and organ allocation frameworks
- Extensive experience supporting federal regulatory programs
- Direct clinical or administrative experience within a Transplant Center or Organ Procurement Organization (OPO) or an Organ Center
- Advanced knowledge of Root Cause Analysis (RCA), CAPA processes, and patient safety reporting
- Ability to translate complex policy and performance data into executive-level briefings and strategic recommendations
- Experience in help desk or consultative environments, providing clear guidance to diverse stakeholders in a regulated industry

- Master's degree preferred with 15+ years of experience
