Job Summary
Oracle ERP / Fusion Solution Architect for a large-scale DoD HR modernization program. Focused on evaluating Oracle EBS, Fusion, and OCI-based architecture options; aligning HR, payroll, benefits, and workforce-management capabilities with modernization goals; and delivering decision-ready recommendations to senior government and executive audiences. Responsibilities include assessing current-state HR/payroll capabilities, identifying architectural gaps, developing modernization roadmaps, and guiding integration, analytics, cybersecurity, and AI-enabled capabilities across the defense HR ecosystem. Requires DoD Secret clearance (or ability to obtain) and strong verbal/written communication for executive-level briefs. This role emphasizes enterprise architecture, data integration, and cloud-enabled modernization within a federal context, with 100% remote work and occasional travel to Reston, VA for key meetings.
Required Qualifications
- BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience
- Active DoD 8570 IAT Level II certification (CompTIA Security+ ce or equivalent) required at time of hire
- Possess or ability to obtain Secret Clearance prior to start
- Experience supporting large-scale federal HR, payroll, personnel management, or workforce management systems
- Strong understanding of Oracle ERP, Oracle E-Business Suite, Oracle Fusion, or Oracle Cloud architecture
- Experience working in a DoD, federal civilian agency, or similarly complex enterprise environment
- Knowledge of enterprise reporting and analytics platforms, such as SAP BusinessObjects or comparable tools
- Experience bridging legacy Oracle EBS environments with cloud, analytics, automation, or AI-enabled modernization strategies
- Active DoD 8570 IAT Level II certification (CompTIA Security+ ce or equivalent) required at time of hire
- Ability to assess stakeholders, synthesize technical and functional findings, and develop architecture recommendations
- Possess or ability to obtain Secret Clearance prior to start

- Experience developing modernization roadmaps and target-state architectures
- Experience with Oracle OCI, Fusion AI capabilities, or AI integration within Oracle cloud environments
- Understanding of federal HR/payroll processes and the broader defense personnel ecosystem
- Familiarity with FedRAMP, ATO environments and cybersecurity/compliance concepts
- Experience in preparing architecture briefings and decision papers
- Strong written and verbal communication skills
- Experience with enterprise integration concepts and data exchange processes
- Experience evaluating current-state HR, personnel, payroll, benefits, and workforce-management capabilities
- Ability to translate complex technical concepts into decision-ready recommendations
- Ability to brief senior government and executive audiences
- Experience with analytics platforms and integration patterns
- Experience with cybersecurity and identity-aware architecture thinking
