Job Summary
Conduct open-source investigations across commercial and public sources to monitor emerging threats at the intersection of AI, biosecurity, and national security. Build and maintain a picture of actors, capabilities, and trends by tracking developments in Chinese AI and semiconductor supply chains, mapping scientific progress in high-consequence biology, and analyzing technology and talent flows between the US and China. Produce clear, decision-ready assessments for internal teams and external government and industry partners. Run investigations end-to-end, following technical and scientific threads wherever they lead to identify early signs of AI loss of control or misalignment.
Required Qualifications
- Excellent analytic skills
- The ability to communicate clearly and effectively, both orally and in writing
- The ability to work effectively as a member of a multi-disciplinary team
- A strong commitment to RAND's core values of quality and objectivity
- An operator's mindset who is comfortable owning investigations end-to-end and following a thread wherever it leads
- Around 5 years or more of relevant experience
- A minimum of a Bachelor's degree in a relevant field
- A PhD in a relevant field
- A Master's degree in the fields listed above with at least 3 years of relevant professional experience
- A Bachelor's degree in the fields listed above with at least 5 years of relevant professional experience
- A Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, Cybersecurity, Information Security, Information Technology, Mathematics, Applied Mathematics, Physics, Applied Physics, Engineering Physics, Artificial Intelligence, Machine Learning, Engineering and Public Policy, Technology and Policy, National Security Policy, Policy Analysis, Political Science, International Relations, or similar
- 1 year AI-focused real-world experience
- U.S. citizenship
