Open Data Governance Coordinator

Job Summary
Engage DOHMH stakeholders to identify eligible datasets and ensure timely data deliverables for the Mayor's Office of Technology and Innovation (OTI) Open Data portal. Liaise with IT, legal, communications, and data steward personnel to prepare data for publication, format assets as machine-readable, and coordinate responses to public inquiries. Review data dictionaries and metadata to confirm OTI compliance, address FOIL requests, and maintain governance tracking systems for accurate deliverables. Collaborate with privacy liaisons to structure public health datasets for release while ensuring confidentiality. Prepare the Annual Open Data compliance plan and document the rationale for tools supporting DOHMH's Open Data Law requirements. This temporary grant-funded role supports the Center for Population Health Data Science's initiative to modernize data infrastructure and promote health equity across New York City.
Required Qualifications
- Bachelors or Masters' degree in a relevant discipline (information management, public health, law)
- Previous experience working in fields related to data governance, health compliance and/or in health information and communication technology, for at least 2 years
- Capacity and willingness to learn how to use the NYC Open Data Portal, GitHub, AirTable, Visio, SQL, Microsoft 365 tools, and Adobe Acrobat
- The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines
- This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date
- This individual will be expected to work non-business hours during emergencies

- Ability to prioritize and work in fast-paced environment with hard deadlines
- Fluency in Microsoft Word, Excel, Outlook, and PowerPoint
- Background in information management, HIPAA and other health privacy and security standards, public health, law and/or specialization in health data governance and its policies
- Knowledgeable about health data, file layouts, data dictionaries and ability to create and understand similar documentation, use by data stewards and data analysts
