Job Summary

Manage the full Facility Alteration Permit (FAP) process from application review through final inspections with contractors and consultants. Respond to inquiries, verify work compliance against the Airport Construction Code, and maintain written inspection reports detailing safety or non-compliance issues. Issue Order to Comply or Stop Work Orders when necessary, discuss rectification plans with project managers, and track documentation for final Occupancy/Use Permits. Review submitted record drawings and distribute application materials to review partners to ensure timely processing. This Band 7 unionized role requires a Transport Security Clearance and is based in Toronto, Ontario.

Required Qualifications

  • Minimum 5 years' work experience in a multi-disciplined professional environment including architectural, mechanical, electrical, structural, and life safety focused on the design, construction, and commissioning of new &/or renovated facilities and facilities systems
  • Post-secondary in Architectural Science or equivalent technical training/education in a field related to the design and construction of buildings/facilities & base building systems or an equivalent combination of applicable education and experience applied in work related to the construction of buildings/structures and/or the installation of base building systems
  • Ability to obtain and retain Transport Security Clearance

  • Ability to precisely follow permit application processes and efficiently provide the best customer service possible to clients
  • Ability to read and understand engineering drawings and common construction documentation normally submitted for building permit applications
  • Ability to understand and effectively solve issues which may require applying alternate measures
  • General knowledge of building construction principles and practices, and project management procedures
  • Understanding of construction-related activities and processes and familiarity with facility base building elements and operating systems
  • General knowledge and understanding of the content and application of the Airport Construction Code and referenced documents including National Building Code, National Fire Code, National Plumbing Code, Canadian Electrical Code, National Fire Protection Association (NFPA) Standards and the CAN/ULC Standards (S524, S536 & S537) which are related to life safety and other typical base building systems found within Airport Facilities
  • Inspection skills involving critical observation, trouble shooting, attention to detail, exercising authority, etc.
  • General knowledge and understanding of the Occupational Health and Safety Act and Regulations for Construction Projects and the roles and responsibilities of Owners, Contractors, Supervisors, and workers with regards to construction safety
  • Ability to recognize unusual site conditions or circumstance, assess and make sound judgments to ensure that unsafe work activities are immediately stopped
  • Ability to communicate concerns found clearly with the Project Manager for their follow-up with the Contractor
  • Demonstrated capacity for problem solving, conflict resolution, and innovative thinking
  • Strong interpersonal and communication skills with the ability to work in coordination with and maintain productive working relationships with partners
  • Excellent time management and computer skills
  • Ability to respond to challenging situations with tact and subtlety
  • Ability to support all partners in their respective duties and undertakings during the FAP process
  • Ability to effectively assess and distribute application documentation to the various FAP review partners to ensure timely and accurate reviews
  • Professional mannerism and conduct, positive work attitude and the ability to work effectively as part of a team
  • Ability to identify and effectively address and/or recommend solutions to potential issues that may arise during site inspections
  • Proactiveness in responding to issues encountered and ability to resolve or in a timely manner
  • Ability to set priorities, meet deadlines and balance the required efforts to complete varying workloads
  • Ability to seek methods to improve, develop and streamline business practices and processes for performance effectiveness and efficiency
