Job Summary
Contract Web Developer Master (Drupal) to design, develop, and maintain DC.gov and agency digital properties for OCTO. Build Drupal modules/themes, perform updates/patches, ensure accessibility (WCAG 2.1 AA, Section 508), integrate with APIs and enterprise systems, provide Tier 3 production support, and contribute to technical documentation and runbooks. Requires strong Drupal expertise (Drupal 7–11), HTML5/CSS3/JavaScript, Twig templating, PHP, Composer/Drush/Git/MySQL, and experience with DevOps, security practices, and government websites.
Required Qualifications
- Bachelor’s degree in IT or related field or equivalent experience
- 16+ years performing specialized (often advanced) programming and technical development for the Internet
- 3+ years of hands-on Drupal development (Drupal 7 and 9, 10, or 11 required)
- Demonstrated proficiency in PHP, HTML5, CSS3, JavaScript, and Twig
- Experience with Composer, Drush, Git, and MySQL/MariaDB
- Working knowledge of Section 508 and WCAG 2.1 AA accessibility standards
- Acquia Certified Developer or Site Builder credential (highly desired)
- Experience with headless/decoupled Drupal (JSON:API, GraphQL)
- Familiarity with Acquia Cloud, Pantheon, or AWS hosting environments
- Prior experience supporting District, state, or federal government web platforms
- Knowledge of DevSecOps, CI/CD pipelines, and Docker

- Experience with REST/JSON APIs (JSON:API, REST) and possibly GraphQL
- Code documentation and runbooks
- Web accessibility and SEO markup
- Knowledge of Drupal theming with SCSS/SASS, BEM methodology
- Experience with local development tooling (Git, Drush, Composer, Lando/DDEV)
- DevOps awareness (Git, CI/CD, Docker)
